Property Consultancy Contract Extension

PROPOSED RECOMMENDATION

To extend the current Property Service consultants contract with Align Property Partners effective from 1^st November 2021.

BACKGROUND TO SUPPORT THE RECOMMENDATION

The Council currently has a consultancy service for property projects and estate services via a contract with Align Property Partners, a wholly owned company established on the 1^st November 2016.  The current contract uses the NEC3 Professional Services Contract and runs until 31^st October 2021, with option to extend clauses within the contract.  The Council’s Property Services are proposing to extend the current contract up until the 31^st March 2022, pending a further review of the contract terms and working arrangements.

LEGAL AND GOVERNANCE COMPLIANCE

Align Property Partners is a Teckal company therefore the Council can directly award this contract to Align Property Partners as it is a wholly owned subsidiary without the need for a procurement under the Public Contracts Regulations 2015.

A Gateway 4 report will be considered in accordance with the Council’s Procurement and Contract Procedure Rules.

This is a key decision.  The proposal to extend the contract was entered on the forward plan in September 2021.

RECOMMENDATION

That the extension to the Property Consultants Contractup until 31^st March 2022 be approved.
